Drag the helium-3 canister onto the disabled conveyor belt and leave it there. Head through the hatch and drop down to find the helium-3 canister that Sarah locked into the room away from Isaac. Go inside and laser the latches off the hatch with your laser using. With the live power cell in hand, run back into the room and place the live power cell in the receptacle where the dead power cell previously was. Head back outside and exchange the dead power cell for the live power cell on the pressure plate. Now, run into this room, up the stairs and bank to the right to retrieve the dead power cell from the receptacle. Place your live power cell onto this plate. Head out of the storage room and turn left to go across a bridge that crosses the monorail tracks, where you'll find another pressure plate. Go inside and retrieve the live power cell.

This will change the constant electrified pool to an intermittent electrified pool. Continue around into the control room and use the terminal to 'REBOOT ALL SYSTEMS'. Now, jump from the ledge onto the helium-3 canister and across to the opposite ledge. This will electrify the floor (told you that you would find out). Take the power cell and place it into the receptacle on your right titled 'BACK-UP POWER'. Once happy with your position, jump onto the helium-3 canister and jump to the platform with the broken ladder to find a live power cell. Position the helium-3 canister directly in the middle of these ledges so you form a bridge from one end to the other. On the left and right, you will notice ledges that you can't get to because one has no ladder and the other has a broken ladder. In this room is also a movable helium-3 canister. Go through the door at the end of the hallway titled 'MONORAIL STATION', and eventually you will come to a room where you need to drop down into a lower part of the room which is flooded.
